Hydrophilic means water loving. Polar molecules, and molecules with atoms that form hydrogen bonds (O, N, F) tend to be hydrophilic. Hydrophobic substances prefer interacting with their own kind of molecules than with water. Yes, they do attract water -- but the interactions with other like molecules are favored over those with water.

An interesting application of these terms applies when selecting grouts [local] for different household repair tasks.
