Heinrich Hertz [local] is credited with the discovery of the photoelectric effect in 1887. The unit of frequency, one cycle per second, is named aftrer Hertz.

Max Planck developed the quantum theory, and applied it to blackbody radiators. Nobel prize, 1918.

Albert Einstein suggested that light consisted of particles called photons and extended Planck's notions to light. Nobel prize, 1921.
