Accuracy can be interpreted in two ways. Traditionally accuracy is described as how close a measured value is to the 'true' value. But accuracy is also described in terms of the degree of precision of the device making the measurement. So the ruler below has tenths place accuracy because the person making the measurement can estimate to the tenth of one centimeter.
